Administrative Tools. If a ".NET Framework Configuration" item exists then the .NET Framework is installed.

Version 1.1 of the .NET Framework (dotnetfx.exe) can be downloaded from Microsoft

Running a .NET Framework program on your computer is similar to running a Java plug-in. A Java program will not run without the Java plug-in installed and Siteseer will not run without the .NET Framework installed.
